Synopsis
Tracy Thurman was married to a man who physically abused her. After obtaining a restraining order, he continued to harass her, and the police provided minimal assistance. When he violently beat her and slashed her throat in the presence of law enforcement, she filed a lawsuit against the city and the police department, alleging failure to protect her.
