Synopsis

In this ecologically conscientious made-for-TV disaster film, a chemical plant manager and a city manager confront their superiors in an effort to protect their town. The conflict begins when Citichem's owners instruct the plant manager to implement cost-cutting measures that jeopardize plant safety. His objections go unheeded, resulting in a worker's death. Simultaneously, the city manager attempts to alert the public about an impending disaster, but is silenced by local politicians. As the community remains unprepared, a meltdown occurs, flooding the town with deadly chemicals.
