Synopsis

Over the past four years, San Francisco police officer Jack Cates has pursued an unidentified drug kingpin known as the Ice Man. Jack discovers a photograph that reveals the Ice Man has placed a bounty on the head of Reggie Hammond, who is set to be released from prison the following day.
