“Keep your enemies close in the Motor City”
Synopsis
The mayor opens the city’s doors to the Russian mob in an effort to control it, but soon discovers that the mob will not abide by his rules. To address the problem, he accepts a proposal to set up the Russians and allow entry for the cartel. When the Russians learn of this plan, they abduct the mayor’s daughter, prompting the real conflict to begin.
