Synopsis

The film captures the October 1968 meeting in Hawaii of several hundred police chiefs from the International Association of Chiefs of Police. During the event, the chiefs observe demonstrations of harsh anti-riot weapons, participate in singing patriotic songs, and defend their policies in front of the camera. Filmed with the chiefs' permission, the documentary presents an unsympathetic perspective, often portraying the proceedings as amusing or, more frequently, alarming.
