Set in 2027, one year after the conclusion of the fourth non-nuclear war, the story takes place in New Port City, which is still recovering from the war's aftermath when it is struck by a bombing caused by a self-propelled mine. Shortly after, a military member involved in arms-dealing bribes is killed in a shooting. During the investigation, Daisuke Aramaki of the Public Security Section meets Motoko Kusanagi, a cyborg and elite-level hacker assigned to the military's 501st Secret Unit. Batou, known for his "eye that does not sleep," suspects Kusanagi of being responsible for the bombing. Meanwhile, Togusa, a detective from the Niihama Prefectural Police, is investigating both the shooting death and the murder of a prostitute. Motoko Kusanagi is under surveillance by Kurutsu, the head of the 501st Secret Unit, and other cyborg agents.
