Synopsis

Takeshi Hongo and FBI agent Kazuya Taki fake their deaths after being attacked by Shocker soldiers during a motocross race. They assume disguises as Shocker soldiers to infiltrate the organization's main headquarters, but Ambassador Hell soon discovers their location and captures them. Before detonating a bomb inside the base, Ambassador Hell informs Kamen Rider #1 and Taki that Shocker is developing a giant laser capable of destroying cities. Hongo and Taki must escape the base before it self-destructs and prevent Shocker from deploying their new weapon. In addition, they must rescue Tachibana and the racing club, who have been captured by Shocker's forces.
