Synopsis
In 1993, Canadian Lieutenant General Roméo Dallaire was appointed by the United Nations as commander of the United Nations Assistance Mission for Rwanda (UNAMIR). The mission's objective was to oversee the implementation of a ceasefire agreement, but it was hampered by insufficient funding, excessive bureaucracy, and a multinational force composed of units from dozens of countries, each operating under different mandates. Despite these challenges, Dallaire made efforts to prevent the violence of the Rwandan Genocide, though his appeals for support were largely ignored by his superiors.
