Synopsis
Officer Cliff Garrett, portrayed by Norris, survives an attempted murder by his former partner and then seeks revenge on those responsible. He goes undercover as a hit man, working to build the reputation and trust required for acceptance by the emerging criminal underworld in Seattle, with the intention of dismantling it from within.
