Synopsis
An illiterate performer from a traveling medicine show enters a town and is arrested for vagrancy. The town's corrupt officials mistakenly believe he is the inspector general, who they think is traveling incognito. Concerned that he will uncover their embezzlement of tax funds, they attempt to eliminate him through a series of clumsy efforts.
