Synopsis
Josef Loucký is the mayor of the village of Sedlčánky and is striving to win the title of Village of the Year. The village is nearly equipped with all the necessary features for victory, including parodies of a public library, museum, swimming pool, and ice rink. The only missing element is a sewage system. Loucký has been promised a subsidy for building a sewage treatment plant if he can have the sewers installed throughout the village within two weeks. As a result of his efforts, the village has also received new roads and sidewalks. The remaining option is to run the sewer system through the gardens. While most villagers agree with this plan, one person, the mayor's father-in-law, Topol, strongly opposes it.
