Biography
Russel Luke Honoré is a retired lieutenant general of the United States Army. He is best known for his leadership during the response to Hurricane Katrina in 2005, where he commanded the Joint Task Force Katrina, overseeing federal military operations in the affected regions. Prior to this role, Honoré served as the 33rd commanding general of the U.S. First Army at Fort Gillem, Georgia, from 2004 until his retirement in 2008. His leadership during the hurricane response earned him national recognition and praise for his decisive and compassionate approach.
