Young Tatsumi journeys to the Empire's capital in hopes of earning money to help his starving village, only to discover a world of extreme corruption and decadence, ruled by the authoritarian Prime Minister who manipulates the child Emperor. He is soon recruited by Night Raid, a band of assassins who combat the corruption by carrying out lethal attacks on corrupt officials and wealthy nobles.

    Kyorochi is freed as a result of Night Raid's activities, which strengthens the Revolutionary Army.     The Revolution reaches its final phase as Night Raid proceeds with the mission to assassinate Minister Onest, the key figure of the corrupt government. The Revolutionary Army successfully takes control of the city according to plan, allowing Night Raid to infiltrate the palace where the Emperor and Minister are located. As the Emperor becomes increasingly frantic, the composed and self-assured Minister prepares to activate a formidable countermeasure, only for an unforeseen threat to arise from underneath the palace.
