In 2071, approximately fifty years after an accident involving a hyperspace gateway rendered Earth nearly uninhabitable, humanity has established colonies on most of the rocky planets and moons in the Solar System. In response to a growing crime rate, the Inter Solar System Police (ISSP) introduced a legalized contract system, allowing registered bounty hunters—commonly known as "Cowboys"—to pursue criminals and deliver them alive in exchange for a reward.
