The current mayor of Sineozyorsk, Arkadiy Anikeyev, is caught accepting a large-scale bribe and is subsequently placed under house arrest by court order, requiring him to remain at his residence in a communal apartment for an extended period. During this time, his wife abandons him, having retained all the property under her name. While living in the communal apartment, Anikeyev encounters Ivan Samsonov, his childhood neighbor from the same type of housing. Setting aside past disagreements, Anikeyev decides to support Samsonov's candidacy for mayor of Sineozyorsk, hoping that Samsonov will assist in clearing the charges against him.
