Set against the backdrop of a global industrial revolution, a monstrous entity emerges, impervious to conventional means of destruction except for a piercing strike to its iron-protected heart. This creature spreads its menace by biting humans, transforming them into aggressive, undead beings known as Kabane. On the distant eastern island of Hinomoto, the population has constructed underground stations to shield themselves from these threats. Movement between stations and the transport of goods is facilitated by a steam-powered locomotive named Hayajiro. Ikoma, a boy residing in Aragane station and involved in the maintenance of Hayajiro, forges a weapon of his own design, the Tsuranukizutsu, with the intent of combating the Kabane. While waiting for the right moment to use his weapon, he encounters a girl named Mumei, who has been exempted from the mandatory Kabane inspection. Later that night, Ikoma sees Hayajiro running out of control, with its crew transformed into Kabane. The station, now under siege, presents Ikoma with the opportunity he has been seeking.
