Bahar, the leader of a group of thugs who control the region, including markets, terminals, and streets, declared retirement after the death of his wife. He passed this responsibility to his right-hand man, Obet. The reason for his decision was a statement his wife made before she died, saying she was waiting for him in heaven. Bahar thought that if he continued "going on like this," he would not likely reach her. Bahar's decision was not accepted by Obet. He believed that Bahar's retirement would lead to the collapse of their power structure, causing the smaller groups under them to scatter and act independently. In business, this would be detrimental to Obet, who had no group of his own. Bahar's unannounced retirement was used by Obet to seize power and take over Bahar's "quota," leading to a series of actions that caused chaos. The leaders of the smaller groups—Komar (market thugs), Jamal (terminal thugs), and Herman (street thugs)—began vying for control. Bahar was eventually forced back into the situation to restore order. The story also includes a heartbreaking subplot involving a girl who was almost forced to break up with her boyfriend because he was a thug.
