Synopsis
Major Madison arrives at Ocean Shores for an inspection, and Lifeguard Lt. Ryan expects strict discipline. Instead, Madison insists on being called "Sparkles" and implements a "No Rules" policy. The lifeguards must find a way to convince him that some structure and regulations are necessary.
