During the final years of Queen Victoria's reign, London is plagued by the "Touched"—individuals, predominantly women, who suddenly develop unusual abilities, some pleasant and others deeply unsettling. Among them are Amalia True, an enigmatic and skilled widow, and Penance Adair, a gifted young inventor. The two become champions for this emerging underclass, establishing a sanctuary for the Touched while confronting nearly every opposing force to carve out a place in a world that history has not yet made room for.
