The story is set in the near future of Japan, where sexual activity is prohibited by law. Inuda Hikaru is an honor student whose father holds a high-ranking position at Setori, the Sexual Misconduct Control Bureau of the Ministry of Health, Labor and Welfare. Hikaru aspires to emulate his father and finds sexual behavior distasteful. Minase Yu, Hikaru's childhood friend, is known for her sharp tongue and academic excellence. She is also a devoted fan of the nationally renowned actress Uchu Misora, who is popularly called Uchura. One day, Hikaru is invited by a classmate to a secretive, members-only club, where he witnesses men and women engaging in illegal sexual acts. He is further surprised to see Uchura present, claiming to be "pure" as she is with a man. Before he can fully process the situation, Hikaru becomes entangled in an "underworld organization" where sexual activity takes place.
