Frequent flooding and drowning were common occurrences in Tianjin (Tientsin) in the early 1900s. When a local shipping magnate was found drowned to death, chained to a statue on the riverbed, police department underwater recovery team captain Guo De You became the primary suspect, as he was the only person in the city capable of staying underwater long enough to commit the act. The businessman's son, Ding Mao, initially sought to prove Guo's guilt, but his forensic findings and another bizarre drowning in the same area led him to reconsider. Joining forces with spirit medium Gu Ying and news reporter Xiao Lan Lan, they uncovered clues linking the case to an incident over 20 years prior, when an evil cult was active in the city. It appears the cult has now resurfaced, and to stop their resurgence, the team must investigate the city's unexplained, mind-bending cases.
