Synopsis
In 1955, a major flood threatens the town of Northfork, Montana, as a new hydroelectric dam is set to be constructed in the mountains above, destined to flood the valley in the name of progress. A six-member Evacuation Committee is tasked with relocating the town's residents to higher ground. While most of the townspeople have left, a few holdouts remain, including a priest tending to a sick orphan. The boy, suffering from fever-induced visions, believes he is part of a wandering group of lost angels seeking a way home.
