The children living in the tenements have no safe place to play except the busy streets, where traffic poses a danger. Mickey comes up with the idea of setting up barricades to create a playing area at an intersection, but the unfriendly beat cop "Hard-Boiled" McManus quickly stops the plan. A more understanding constable and a detective with children of his own offer the kids an opportunity to assist law enforcement. The group, now known as the little rascals, wear uniforms and help monitor the neighborhood—for example, Joe keeps an eye on the bananas at Tony's fruit stand. When the recently-fired McManus returns seeking revenge, the junior police force and their adult counterparts are tested.
