A year after her successful mission to rescue Catherine Martin from Buffalo Bill, FBI Agent Clarice Starling is called upon by Catherine's mother, Attorney General Ruth Martin, to assist in a new case involving a series of serial murders as part of the Violent Criminal Apprehension Program (VICAP).

Clarice Starling and the VICAP team travel to Tennessee as the FBI confronts a radical militia group known as "The Statesmen.

Clarice seeks to demonstrate her readiness to return to active duty by uncovering the psychological trigger needed to secure a confession from a suspect in a series of murders along the river.

After a suspect is killed, Clarice and VICAP come under scrutiny from SA Anthony Herman, a rival of Krendler at the Bureau. Tensions rise between Clarice and Ardelia when Ardelia is brought in to help Herman with the investigation.

Clarice becomes emotionally involved in the case of a foreign medical student whose apparent suicide is under investigation by ViCAP. Meanwhile, Krendler covertly gathers DNA evidence from the man he believes assaulted Clarice.

Clarice reaches out to Julia Lawson, a corporate accountant for a pharmaceutical company linked to the River Murders by ViCAP, but Lawson refuses to cooperate with the FBI. Clarice investigates Alastor Pharmaceuticals, the company linked to the River Murders, as Julia alerts ViCAP to a potential sale that could erase critical evidence. ViCAP acts quickly to secure the site, while Clarice confronts Alastor's CEO, who diverts the conversation to her personal connection with his son.

Clarice's emotional outburst leads her to strike an FBI agent and surrender her badge and gun as ViCAP prepares to raid Alastor Pharmaceuticals. Meanwhile, the team uncovers the full truth behind the River Murders, placing Clarice in unexpected and life-threatening danger.

Clarice is taken to an abandoned animal testing facility and discovers trafficked women being held there. As she tries to escape and rescue them, ViCAP and Ardelia work together to find her.
