The plot follows detectives Karl Roebuck and Elise Wasserman as they collaborate to uncover a serial killer responsible for leaving the upper half of a French politician's body and the lower half of a British prostitute in the Channel Tunnel, positioned at the midpoint between France and the UK. They eventually discover that the killer, later nicknamed the "Truth Terrorist," is embarking on a moral crusade to expose various social issues, in the process terrorizing both countries.
