In 1878 San Francisco, Ah Sahm, a skilled Chinese immigrant, is drawn into the dangerous world of the Hop Wei tong through Chao, a local fixer. After gaining the attention of Young Jun, the tong leader's son, Ah Sahm is marked as a member and sent to a brothel, where he meets Ah Toy, a courtesan with influential ties.

Young Jun intercepts an opium shipment at the docks with Ah Sahm and Bolo, aiming to send a warning to Long Zii. Meanwhile, Big Bill and Lee investigate a murder near The Banshee, an Irish bar, and Penny Blake finds herself in trouble during a visit to the wharf with her Chinese manservant, Jacob.
