In the state of Indiana, government worker Leslie Knope is tasked with transforming an abandoned quarry pit into a community park. A documentary film crew accompanies Leslie throughout the process, capturing her various mishaps and gaffes as she works to bring her assignment to fruition.

Leslie decides that she and her committee need to go door-to-door to gain support for the park project as well as support for an upcoming town hall meeting, but their mission does not go as planned. Meanwhile, Tom wanders away from the canvassing group and uses his own creative recruitment tactics.

Leslie organizes for a reporter to cover her park project, but she and her committee struggle to stay on topic during the interview. She then reaches out to Mark for assistance in salvaging the story, but his involvement ends up making the situation worse. At the same time, Tom goes to great lengths to impress his boss.

Leslie works to gain entry into the political "old boy's club," which leads to an ethical dilemma. At the same time, Andy is planning a surprise for Ann.

At a banquet celebrating her mother's public service, Leslie attempts to persuade a local zoning official to back her proposed park project. At the same time, Mark and Tom seek to meet some women.

Leslie goes to what she thinks is a business meeting with an elderly local government official, not realizing that her mother has secretly arranged it as a blind date. Andy performs his first gig since breaking both of his legs in the pit.
