Synopsis
The Penguin, a criminal who resides in the sewers beneath Gotham, forms an alliance with corrupt mayoral candidate Max Shreck in an effort to defeat Batman permanently. However, when Shreck's ambitions and Penguin's schemes clash with Batman's pursuit of justice, the battle for Gotham's future intensifies.
