Billionaire Oliver Queen was presumed dead after a shipwreck but is discovered alive five years later on a remote island in the Pacific. Upon returning to Starling City, he reconnects with his loved ones and applies the survival skills he acquired during his time stranded. Using these abilities, he secretly fights crime as the vigilante Arrow, driven by a desire for redemption for his family's past.

Oliver goes to court to have his death certificate removed and unexpectedly encounters Laurel, who is prosecuting Martin Somers, a criminal linked to the Chinese Triad. Recognizing Martin's name from his father's journal, Oliver begins planning his downfall, prompting Martin to send China White, the Triad's top mercenary, to attack Laurel. As tensions rise, Moira and Walter request that Oliver take control of the family business.

Oliver is disturbed when a hired assassin named Deadshot eliminates one of his targets, as Oliver typically prefers to apprehend criminals rather than kill them. Deadshot's targets are businessmen preparing to bid in an energy company auction, including Walter, which leads Oliver to enlist the help of Detective Lance in an attempt to stop him, though his efforts result in unintended consequences. At the same time, Laurel and Tommy find themselves in a tense and awkward situation involving Oliver.

After a late-night conversation with Thea, Oliver seeks to mend his relationship with Laurel. As the Arrow, he enlists her help to clear the name of an innocent man, Peter Declan, who was framed by one of his targets. Meanwhile, Walter orders Felicity Smoak to investigate a large, unauthorized withdrawal made by Moira.

Oliver Queen is arrested for murder by Detective Quentin Lance and requests that Laurel Lance serve as his defense attorney, causing tension in her relationship with her father. During a polygraph session, Lance questions Oliver about whether others were with him on the island, prompting a flashback to Oliver's encounter with Deathstroke, which resulted in his first scar.

A group of bank robbers known as The Royal Flush Gang stages a heist that leaves an off-duty police officer critically injured. Diggle urges Oliver to shift his focus from his father's mission to protecting Starling City's citizens. At the same time, Tommy seeks relationship advice from Thea, only to create tension when she discovers he is interested in Laurel, and Moira questions Oliver about his frequent absences during family events.

Oliver meets Helena Bertinelli, the daughter of mob boss Frank Bertinelli, with whom he feels he can finally be himself. However, he soon discovers that she is hiding dangerous secrets and pursuing a personal vendetta that puts him in the crossfire. Meanwhile, Tommy faces an unexpected setback and seeks support from Laurel.

Oliver starts training Helena to become his ally, including instructing her in the use of a crossbow, despite Diggle's concerns regarding her reliability. As their bond grows, Helena's quest for vengeance intensifies, ultimately resulting in the death of the Triad's leader and sparking widespread disorder.

Oliver discovers that Moira and Thea have stopped celebrating Christmas since his disappearance and decides to organize a family gathering to revive their holiday traditions. At the same time, Laurel is uncertain about spending Christmas with Tommy, due to the complexities of her relationship with her late sister Sara and her father. Meanwhile, Oliver becomes involved in a dangerous mystery when Diggle informs him that someone is killing the individuals on his father's list using arrows.

After a defeat by the Dark Archer, Oliver begins to question his abilities and steps away from his role as the Arrow. He is drawn back into action when Laurel asks for his help in uncovering the truth behind a firefighter's mysterious death, but his lack of focus puts him in grave danger. Meanwhile, Tommy hosts a charity event for firefighters, and Thea attempts to help Moira overcome her depression.

Oliver investigates Ted Gaynor, a former military mentor of Diggle, whom he suspects is orchestrating a string of armored truck heists. This leads to conflict with Diggle, who is working undercover at Ted's security company. Oliver is critically injured and taken to the lair by Felicity, shocking Diggle. As they attempt to save him, Oliver's condition causes him to relive a key moment from his time on the island involving Slade Wilson.

As Vertigo-related violence escalates following The Count's escape, Oliver and Diggle set out to find him. Meanwhile, Tommy takes drastic measures to prove his innocence after incriminating evidence surfaces, leading him toward an unforeseen direction.

Deadshot returns to Starling City following a deadly international mission that results in the death of a U.S. Ambassador and several others. A.R.G.U.S. initiates a manhunt for the assassin, and Oliver, Diggle, and Felicity discover a plan to capture Deadshot alive, leading Diggle to pursue personal justice for his brother's murder. Meanwhile, Laurel takes extreme measures to protect a key witness, which strains her relationships with Oliver and Tommy, while Roy aggressively investigates his new hero, drawing the attention of Detective Lance.
